THE GOVERNMENT ADOPTED RESOLUTION OF AUGUST 27, 2020 NO. 757, ACCORDING TO WHICH ENTRY OF FOREIGNERS TO UKRAINE IS RESTRICTED

From 00:00 o'clock on August 28, 2020 until 00:00 o'clock on September 28, 2020, foreigners and stateless persons are prohibited from entering the territory of Ukraine.

The document amends the Resolution of the Cabinet of Ministers of Ukraine of July 22, 2020 No. 641 "On the establishment of quarantine and implementation of enhanced anti-epidemic measures in areas with a significant spread of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2".

In particular, from 00:00 o'clock on August 28, 2020 until 00:00 o'clock on September 28, 2020, foreigners and stateless persons are prohibited from entering the territory of Ukraine. Exceptions are persons who:

one of the spouses, parents or children of a citizen of Ukraine;

go through the territory of Ukraine in transit and have documents confirming departure abroad within two days;

arrive in Ukraine for study purposes;

serve in the Armed Forces;

permanently or temporarily reside on the territory of Ukraine and have a permanent residence permit or a temporary residence permit;

recognized as refugees or persons in need of additional protection;

have a work permit for foreigners and stateless persons;

employees of diplomatic missions and consulates of foreign states, establishments of official international missions, organizations accredited in Ukraine, and members of their families;

heads and members of official delegations of foreign states, employees of international organizations, as well as persons accompanying them, and enter Ukraine at the invitation of the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, the Ministry of Foreign Affairs;

persons arriving in Ukraine at the invitation of the Ministry of Foreign Affairs;

drivers and/or crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft, sea and river vessels, members of train and locomotive crews;

instructors of the NATO’s member states Armed Forces and member states of the NATO’s Partnership for Peace Program, who take part in the training of the Armed Forces units or arrive at the invitation of the Ministry of Defense;

cultural figures who arrive at the invitation of a cultural institution together with one person accompanying each of them;

arrive to participate in official sports competitions held on the territory of Ukraine and their accompanying persons;

technical specialists arriving in Ukraine at the invitation of representatives of Ukrainian enterprises;

persons carrying out transportation of hematopoietic stem cells for transplantation;

arrive for treatment at health care facilities in Ukraine.

In some cases, the decision to admit foreigners and stateless persons on humanitarian grounds may be made by the Head of the State Border Guard Service.

In addition, foreigners and stateless persons crossing the state border to enter Ukraine (except for foreigners, stateless persons permanently residing in Ukraine and persons recognized as refugees, or persons in need of additional protection, employees diplomatic missions and consulates of foreign states, establishments of official international missions, organizations accredited in Ukraine and members of their families, of the NATO’s member states Armed Forces and member states of the NATO’s Partnership for Peace Program, who take part in the training of the Armed Forces units), must have an insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with an insurance company - a partner in Ukraine (assistance), and covers the costs associated with the treatment of COVID-19, observation, and is valid for the period of stay in Ukraine.

It is also forbidden for foreigners and stateless persons without a valid insurance policy (certificate) to enter or exit from the temporarily occupied territories in Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol through entry exit check points.

In addition, it is determined who must be self-isolated. Then, citizens of Ukraine who cross the state border and come from a country with a significant spread of COVID-19 should be isolated, except for the following persons, if there is no reason to believe that they were in contact with a person with COVID-19:

persons under 12 years of age;

employees of diplomatic missions and consulates of foreign states, establishments of official international missions, organizations accredited in Ukraine, and members of their families;

members of official governmental and other delegations of Ukraine who return to Ukraine after abroad short-term business trips to participate in international consultations, negotiations, conferences, sessions of international organizations authorities, meetings of intergovernmental commissions, other joint intergovernmental authorities;

drivers and crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft, sea and river vessels, members of train and locomotive crews;

persons transporting hematopoietic stem cells for transplantation;

persons who have a negative result of testing for COVID-19 by polymerase chain reaction test, which was carried out not more than 48 hours before crossing the border;

Persons coming from the temporarily occupied territories of Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol must be also self-isolated, except for the following persons, if there are no grounds to believe that they were in contact with a COVID-19 patient:

persons under 12 years of age;

employees of representative offices of official international missions, organizations accredited in Ukraine.

It should also be noted that the order of the Cabinet of Ministers of Ukraine dated August 8, 2020 No. 979 “On temporary suspension of entry exit check points for entering and leaving the temporarily occupied territory of the Autonomous Republic of Crimea and Sevastopol, aimed at preventing the spread in the territory Ukraine of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2” was changed until 00:00 o'clock of August 28, 2020.
