Yesterday, by the initiative of the State border guard Service of Ukraine and EU agency support, First session of representatives of Ukrainian national institutions on issues of RCBN risks, opened by the First Deputy of the Head of the State Border Guard Service of Ukraine Vasyl Servatuk, took place in Kyiv. This meeting set up a new phase of interagency cooperation as regards the reduction of radioactive, chemical, biological and nuclear risks in Ukraine, Europe and all over the world.

The meeting was attended by the representatives of the Ministries of Foreign Affairs, Internal Affairs, Health, Education, Energy and Coal Industry, Environment and Agricultural Policy, Security Service, National Police, National Guard, State Emergency Service, State Nuclear Regulatory Inspectorate, State Agency of Ukraine on exclusion zone, the State Ecological Inspection, State Veterinary and Sanitary Services and Public Health Services. The EU representatives in Ukraine and United Nations Interregional Crime and Justice Research Institute (UNICRI), representatives of Georgia, Moldova and Serbia were involved to the event. They shared their own experiences and the success of their countries regarding the implementation of the EU Initiatives and the benefits it provides to active participants.

EU Initiative “The Centre of Excellence for radioactive, chemical, biological and nuclear risks decline” originated in 2010 and was worked out for the personnel and for coordination between the involved states and international establishments with the purpose of increasing the defense possibilities and effective combating of radioactive, chemical, biological and nuclear risks.

Addressing to the audienceVasyl Servatuk mentioned that “since the foundation of the Center Ukraine didn’t pay any attention to the Initiative. National target audience of ministries and departments was also not formed. The absence of a national group of specialists and any contact person on the part of Ukraine in the Regional secretariat influenced negatively the efficiency of decision-making process and it didn’t allow to stand up for the interests of Ukraine and make corresponding decisions”.

The issues of radioactive, chemical, biochemical and nuclear security are currently of great importance for Ukraine especially because of the fact that on temporarily occupied territories of Donetsk and Luhansk oblasts there exists high concentration of industrial enterprises with radioactive and chemical substances and burials of radioactive wastes remained since Soviet times.

First Deputy of the Head of the State Border Guard Service of Ukraine added that “constant statements of Russia as to the dislocation of nuclear weapon and means of delivering it in Crimea and along Ukrainian-Russian border evoke certain anxiety”. 

 

The Administration of the State Border Guard Service has received the order from the Ukrainian Government to act as the department performing a technical function of the national contact centre from our state in the Regional Secretariat of the Initiative.

Yesterday's event is the first stage in the establishment of partnerships of the Ukrainian departments with foreign Ministry of European and foreign counterparts, the ultimate goal of which is to improve potential in the fight against modern threats and preparedness for emergency situations of technogenic and natural character.

During the meeting Vasyl Servatuk thanked the EU Representative Office in Ukraine and United Nations Interregional Crime and Justice Research Institute (UNICRI) for the support in organizing and conducting the First meeting of the national institutes of Ukraine on the issues of radioactive, chemical, biological and nuclear risks and the representatives of Georgia, Moldova and Serbia.

The participants of the meeting agreed to develop close cooperation in this direction, to create a national group of experts on the issues of radioactive, chemical, biological and nuclear risks and further development of the national plan of actions for the reduction of radiation, chemical, biological and nuclear risks.
