In the period of 06 to 10 August 2018 the scheduled Activity of the Twining project was conducted. In the framework of this Activity the elaboration of a National Mechanism for the assessment of the implementation status of Integrated Border Management (IBM) was finalised.

The overall process on developing this mechanism began in April 2017 and included drafting of the document, training the first evaluators and testing the system at 11 different sea, air and land borders.

During the week the professors of the National Academy of the State Border Guard Service of Ukraine jointly with the EU expert finalised the training program for training national experts on the assessment of IBM within the curriculum of the Academy.

In addition to that, the needs assessment for equipping the bodies and departments of the SBGSU was completed. It takes into account the reorganisation of border guard service departments that is being executed according to the new Strategy of SBGSU development and based on the EU best practices on HR management and inter agency cooperation among the regional divisions.

At the end of the working week the presentation of the Instruction of the Operational Service Activity of the SBGSU in the framework of IBM for the senior staff was conducted.

It is worthy to remember, that above mentioned Instruction on monitoring and evaluation of the operational service activity was elaborated jointly by Ukrainian and EU experts taking into account the requirements of the Ukrainian legislation and based on the methodology that is currently used in the EU member states of the Schengen Zone.

The Schengen system of evaluation includes the elements of IBM and is not limited to border control only. The objective of this evaluation system is to determine the weak points in IBM implementation and to provide the country leaders with the recommendations on its elimination or minimizing its influence on the results.

At the end of the presentation the Deputy Head of the SBGSU General-Lieutenant Vasyl Servatiuk thanked the Ukrainian and European experts for their efforts and ordered to implement this system swiftly.
