These changes https://is.gd/89W58K include the rules of crossing the state border and entry-exit checkpoints on the demarcation line in eastern Ukraine and the administrative border with the temporarily occupied Crimea. They come into force on August 5.

In particular, foreigners and stateless persons, with the exception of certain categories, still need to have a COVID-19 insurance policy (certificate) valid for the entire period of their stay in Ukraine, as well as a negative PCR or express result -testing for COVID-19, which was conducted not more than 72 hours before crossing the state border, or a document confirming receipt of a full course of vaccination from COVID-19 vaccines included in the WHO list of permitted vaccines or in accordance with international agreements concluded by Ukraine on mutual recognition of documents on vaccination from COVID-19 or on mutual recognition of COVID-certificates.

At the same time, the decision of the Government stipulates that persons crossing the state border to enter Ukraine are subject to self-isolation. This applies to both citizens of Ukraine and foreigners.

Among the exceptions, the following do not fall under self-isolation when crossing the border:

persons under 18 years of age;

citizens of Ukraine who went abroad before August 4, 2021;

members of official delegations of foreign states, employees of international organizations;

employees of diplomatic missions and consular posts of foreign states, missions of official international missions, organizations accredited in Ukraine;

servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who participate in the training of units of the Armed Forces or arrive at the invitation of the Ministry of Defense;

participants of external independent assessment, persons who intend to enter educational institutions, including courses (departments) in preparation for admission to state higher education institutions, applicants studying in educational institutions located in Ukraine, as well as parents (adoptive parents), guardians, trustees, other legal representatives or other persons authorized by parents (adoptive parents), guardians, trustees or other legal representatives accompanying such persons;

drivers and crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft and ships, river vessels, members of train and locomotive crews;

persons who have a document confirming the receipt of a full course of vaccination, or an international, domestic certificate or a foreign certificate confirming the receipt of a full course of vaccination from COVID-19;

citizens of Ukraine who have a document issued in the manner prescribed by the Ministry of Health, confirming the receipt of a single dose of vaccine from COVID-19, included by the World Health Organization in the list of permitted ones for use in emergencies

and other categories of citizens, in accordance with the approved exceptions.

Crossing the state border for entry into Ukraine by foreigners and stateless persons who are subject to self-isolation, without the installed and activated mobile application of the electronic service "Vdoma" is prohibited. If it is impossible for a person to install a mobile application, or he or she refuses to install it, border guards will deny such persons to cross the state border.

In addition, self-isolation is provided for citizens arriving from the temporarily occupied territories in Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol. It does not apply to:

persons under 18 years of age;

employees of representative offices of official international missions, organizations accredited in Ukraine;

participants of external independent evaluation;

persons who intend to enter educational institutions, including courses (departments) in preparation for admission to state higher education institutions located in the territory where public authorities exercise their powers in full;

applicants who study in educational institutions located in the territory where public authorities exercise their powers in full;

one of the parents (adoptive parents), guardians, trustees, other legal representatives or other persons authorized by one of the parents (adoptive parents), guardians, trustees or other legal representatives accompanying the persons specified in paragraphs four to six of this subparagraph;

citizens of Ukraine who wish to be vaccinated from COVID-19 in the territory where public authorities exercise their powers in full, subject to the presentation of an invitation to vaccination with a unique identifier;

persons who have a document confirming receipt of a full course of vaccination or an international, domestic certificate or a foreign certificate confirming receipt of a full course of vaccination from COVID-19;

citizens of Ukraine who have a document issued in the manner prescribed by the Ministry of Health, confirming receipt of one dose of the vaccine from COVID-19, mentioned by the World Health Organization in the list of permitted for use in emergencies.

We advise citizens to get acquainted with the full list of categories of people who do not fall under self-isolation in advance.

Self-isolation, observation of a person in connection with crossing the state border is not applied or is terminated in case of a negative result of testing for COVID-19 by PCR or rapid test, which was conducted after crossing the state border. This rule does not apply to persons who arrived from Russia, India and stayed in their territory for more than seven days in the last 14 days.

For persons who arrived from TOT in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol, self-isolation, observation is not applied or is terminated in case of a negative COVID-19 test result by PCR or rapid test after crossing checkpoints in departure to TOT in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol and departure from them.

Officials of the State Border Guard Service check the installation and activation of the mobile application by persons when they cross the state border or entry-exit checkpoints.

The period of self-isolation is 10 days for persons who have crossed the state border or entry-exit checkpoints, and begins 72 hours after crossing. This rule also does not apply to persons who arrived from Russia, India and stayed in their territory for more than seven days in the last 14 days.

For citizens who have crossed the state border and arrived from Russia, India and have been on their territory for more than seven days in the last 14 days, the period of self-isolation is 14 days, starting from the moment of crossing the state border and cannot be terminated earlier.
