For those who arrived in Ukraine, the Government provided a two-week quarantine. Recently, they have made clear requirements: how to decide on self-isolation and observation.

The Cabinet of Ministers of Ukraine amended the Resolution No. 211 “On Prevention of the COVID-19 Acute Respiratory Disease Caused by the SARS-CoV-2 Coronavirus in Ukraine”. It should be reminded that the normative acts of the Cabinet of Ministers determine obligatory hospitalization of persons (except for separately defined categories) who oame from abroad or from temporarily occupied territories of Ukraine to the observation places. According to the Government changes citizens may agree to self-isolation using the electronic service "DII VDOMA".

Due to the amendments, persons arriving from abroad or from temporarily occupied territories at border crossing points or control points will no longer have to fill out a voluntary consent form for self-isolation. Instead, if the person does not want to go to the place of observation, he or she must download the appropriate app in advance on their smartphone. It is also possible to download the application at border crossing points or control points with the help of QR code stickers placed on the passport control booths. During border control the State Border Guard Service personnel will check the person entering information in the application. However, we emphasize that installation of the application in advance will help to cross the border faster.

It should be noted that according to estimates of the Ministry of Infrastructure only 10-15% of persons traveling abroad do not have smartphones.

Using the application "DII VDOMA" will simplify the isolation process for Ukrainians. It will also be easier for our police officers and doctors to control people who come from abroad. We understand that it is more comfortable for people to stay at home than in a place of observation. And this is a striking example of how “the State in a Smartphone” is modernizing Ukraine,” the President of Ukraine Volodymyr Zelenskyi said at a meeting on preventing the spread of the COVID-19 epidemic.

However, if a person arriving from abroad or from a temporary occupied territory does not wish or is unable to install the mobile app, border guards inform the representatives of the sanitary-quarantine units and the National Police about the transporting such person to the place of obligatory observation.

It should be emphasized that persons who have previously given voluntary consent to self-isolation should abide by it until the end of the 14-day quarantine period. In case of detection of such offenders at the border, border guards inform the National Police officers about them for making a legal decision. Yesterday the border guards informed the police about two quarantine regime violators. It should be reminded that the fine for the abovementioned violation is 17 thousand UAH and more.
