UKRAINIAN BORDER GUARDS AND CUSTOMS OFFICIALS ARE STUDYING TO OPTIMIZE WORKFLOWS WITH EU ASSISTANCE

The EU4IBM project recently completed 25 scheduled business process analysis and optimization sessions, previously identified as a priority by Ukrainian partners.

On June 11, 2021, the State Border Guard Service of Ukraine and the State Customs Service of Ukraine completed two-day trainings on analysis and work processes (APBP), organized by the EU Support to Strengthening Integrated Border Management in Ukraine (EU4IBM) project. The trainings aimed at creating a pool of APBP experts within the two agencies working at the border were held for the second time.

“Integrated border management helps making the legal crossing of borders by people and goods faster and more efficient, while responding to security threats and preventing cross-border crime. This requires orderly, anti-corruption workflows both at the border and within each agency involved,” said Xavier Camus, Head of Operations Section “Good Governance and Rule of Law” in the EU Delegation to Ukraine. “Business process analysis also helps to prioritize areas where we can support Ukraine on the path to European standards and best practices.”

The first round of APBP trainings was conducted in June 2020 in preparation for the analysis and restructuring of priority work processes within the SBGS and the State Customs Service within the EU4IBM. This methodology has proven its effectiveness over the last year and gained new followers. At the request of the agencies, the project organized this second additional training to increase their internal capacity to use modern optimization and restructuring techniques, which are widely recognized worldwide for their efficiency in both the private and public sectors.

“Continuous improvement is the only way to economic development, cultural exchange and prosperity in the world, which also helps to prepare for new challenges, similar to what we saw in connection with the coronavirus pandemic. Time-efficient processes are the basis for effective border management, which promotes international trade and human relations. This is exactly what we want to help in our joint work with Ukrainian services,” explains Arunas Adomenas, EU4IBM Project Manager.

The EU4IBM project recently completed 25 scheduled business process analysis and optimization sessions, previously identified as a priority by Ukrainian partners. Representatives of the SBGS and the State Customs Service, who received the relevant training last June, as well as European experts took an active part in this work. APBP sessions covered a wide range of topics, such as interagency information exchange and risk analysis; cross-border exchange of information; coordination and conduct of joint operations; border crossing by persons and cargo at road, air, sea and railway border crossing points, etc. The results of these sessions will lead to a direct restructuring of business processes, as well as become the basis for the development of model concepts and solutions, which will be further tested and disseminated throughout Ukraine.
