Within the framework of the 1st Component being held under the Twinning Project “Support to the State Border Guard Service of Ukraine in further development of IBM approaches for travel document verification and stolen motor vehicles detection”, a group of EU experts of the National Border agencies of the Federal Republic of Germany, the Republic of Poland and Lithuania was actively working throughout the whole week.

The experts studied the existing border checks system including reporting methods as well as existing methods and technical systems for risk analysis of the State Border Guard Service of Ukraine.

The experts’ primary focus was on the existing Border Agency methods of the risk analysis. At the time of the joint work there were threat assessment and risk analysis at all management levels discussed. From a practical perspective the main attention was paid to risk analysis aspects of the border security threats identification and introduction of the practical means with reference to risk analysis.

In the course of the works the experts also performed a study visit to the airport “Boryspil” at which the border guards draw their duties at a separate border crossing point “Kyiv”. The experts had a possibility to get familiarized with the real functioning of the above mentioned systems, to evaluate the border control from IT perspective at the 1st and the 2nd line control including the practical existing methods of risk analysis.

It is worthwhile noting that the ultimate outcome of the Twinning project is a provision of the concrete recommendations provided by the European experts, and also the improvement of the service activities of the State Border Guard Service of Ukraine.
