The government approved Plan of implementation of the Integrated Border Management Concept

The Action Plan of implementation of the Integrated Border Management Concept has been adopted by Cabinet of Ministers of Ukraine on 31th of August 2016, № 626-r.

The Action Plan of implementation of the Integrated Border Management Concept has been adopted by Cabinet of Ministers of Ukraine on 31th of August 2016, № 626-r.

This legal act provides practical steps for the implementation of the updated version of the Concept of Integrated Border Management in 2015 (approved by the Cabinet of Ministers of Ukraine decree on 28th of October 2015, № 1149-p), and aimed to improve the efficiency of state policy in the sphere of security of the state border and the introduction of the best practices of European integrated border management in Ukraine.

The main differences from the previous versions of the Integrated Border Management Concept and Action Plan for its implementation are:

1) expanding the number of the main Integrated Border Management authorities from four participants (Administration of the Border Guard Service of Ukraine, State Fiscal Service of Ukraine, Ministry of Internal Affairs of Ukraine, Ministry of Foreign Affairs of Ukraine) to ten participants(Administration of the Border Guard Service of Ukraine, State Fiscal Service of Ukraine, Ministry of Internal Affairs of Ukraine, Ministry of Foreign Affairs of Ukraine, Ministry of Infrastructure of Ukraine, Ministry of Defence of Ukraine, Security Service of Ukraine, State Migration Service of Ukraine, National Police of Ukraine, National Guard of Ukraine);

2) implementation of the European Integrated Border Management model (IBM) in Ukraine, in particular by:

ensuring the protection of the state border, crossing the state border by persons(in accordance with established procedure), vehicles and goods, carrying out the information and investigative activities, to carry out risk analysis and implement preventive measures;

the implementation of activities for the prevention, detection, disclosure (investigation) of the cross-border crime by the integrated border management authorities;

the coordination of the activities of the competent state authorities to ensure the security and transparency of the state border;

the development of international, trans-border and interagency cooperation;

to ensure the proper functioning and improvement of the four level control system foreigners and stateless persons who travel to Ukraine.

First level – in the countries of illegal migrants origin (during of registration of Ukrainian visas);

Second level – in the neighboring with Ukraine countries (during of cross-border cooperation);

Third level - in the BCP’s and outside of them (during of providing of border control and ensure the protection of the state border on the green border);

Forth level- inside of Ukraine (during the control of legal stay of foreigners and stateless persons);

3) the establishment of clear cooperation mechanisms at the national and international levels, aimed to minimize the threats to the security of the state border, in particular to renew border protection within the Donetsk and Lugansk regions, as well as preparedness for its protection within the temporarily occupied territory of the Autonomous Republic of Crimea;

4) the strengtheningof the roleof the analysiscenters and exchange of information to combat with the smuggling of drugs, weapons, ammunition and explosives, illegal migration and cooperation between the integrated management authorities.

The Concept of Integrated Border Management and Action Plan for its implementation developed by the Administration of the State Border Service, together with other authorities?with experts of EUAM and taking into account the international, primarily European and national experience.

The realization of the Action Plan for implementation of the Integrated Border Management Concept will allow:

to ensure the implementation,under the Ukraine's obligations under the visa-free dialogue with the European Union andetc.

to bring the system of integrated border management of Ukraine to the level of European standards, to improve security of the state border and to ensure its openness to legitimate cross-border activity and travelers;

to bring to the up-quality level the international, cross-border, inter-agency cooperation;

to ensure the openness and transparency of activity the integrated border management authorities.
