Recently, representatives of the State Border Guard Service of Ukraine and the State Customs Service of Ukraine completed a two-day training on “Monitoring, evaluation and quality management”, organized within the project "EU Support to Strengthening Integrated Border Management (IBM) in Ukraine (EU4IBM)" funded by the European Union. The training was another step towards the formation of an effective system for monitoring and evaluating the implementation of the Strategy and Action Plan for Integrated Border Management in Ukraine.

Monitoring and evaluation is an important and essential part of the life cycle of any project, which allows you to exercise proper control and find answers to the questions “Where are we at the moment?”, “Are we moving in the right direction?”, “What corrective measures should be taken?” As part of the implementation of integrated border management in Ukraine, the relevant Strategy and Action Plan is the project that aims to achieve real change, and its implementation requires a proper monitoring and evaluation system,” said Arunas Adomenas, EU4IBM Project Manager.

The training was conducted by experienced teachers of the Kyiv-Mohyla School of Government for 15 border guards and customs officers. The participants received the methodology and tools used in the process of monitoring, evaluation and quality management, adapted to the Strategy and Action Plan of IBM in Ukraine. Particular attention was paid to the specifics of each process, the specifics of the formulation of goals, objectives, policy objectives, the definition of indicators, the development and implementation of data collection strategies needed for monitoring and evaluation, and the assessment of progress.

“We hope that the implementation of the IBM Strategy and Action Plan in Ukraine will have tangible and lasting results that will allow both businesses and citizens of Ukraine to cross the state border easier, safer and faster. Together, we are moving towards a point where borders are perceived not as a disintegration but as a unifying and securing means,” commented Xavier Camus, Head of Operations Section “Good Governance and Democratization”, EU Delegation to Ukraine.

The training is another project event to support national integrated border management actors in developing tools and procedures for effective management and implementation of IBM policy in Ukraine. The following measures of the project will be related to the development of monitoring indicators and evaluation criteria, development and implementation of a methodology for monitoring the implementation of the IBM Strategy and Action Plan, as well as the introduction of an electronic monitoring system.

The EU-funded EU Support to Integrated Border Management in Ukraine (EU4IBM) project implemented by the International Centre for Migration Policy Development (ICMPD) aims to support reforms that bring Ukraine's border management system in line with European standards and best practices of the European Union within the Strategy of Integrated Border Management of Ukraine, approved by the Cabinet of Ministers of Ukraine on July 24, 2019. The project lasts from December 2019 to June 2022.
