Kyiv hosts 4th International Conference on Border Management

The conference is facilitated by the International Center for Migration Policy Development (ICMPD) and the support of international partners.

The chairman of the State Border Guard Service, who opened the conference, noted the relevance of the event and stressed that it took place at a complex and crucial moment in the development of modern international relations.

The head of the service thanked the participants of the conference for maintaining a high level of border cooperation and noted that the State Border Guard Service, in accordance with the vector of Ukraine's Euro-Atlantic integration, has been involved in the implementation of integrated border management since 2010.

The ministry, with the support of EU partners, will coordinate the activities of the competent state authorities of Ukraine aimed at creating and maintaining a balance between ensuring an appropriate level of border security and keeping the state border open for legitimate cross-border cooperation.

The head of the service noted the important role of the interagency working group headed by Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine Olha Stefanyshyna in establishing cooperation between the subjects of integrated border management.

During the conference it has been noted that the implementation of integrated border management in Ukraine should be based on the European principles of security, the main features of which are trust, mutual respect and constructive cooperation.

It has been noted that given the existing threats and the experience gained, the State Border Guard Service has an important mission to coordinate the cooperation of all actors of integrated border management in Ukraine. State Border Guard Service continues to develop international cooperation with partners from the U.S., Canada, Great Britain, Germany, Poland, Lithuania, the FRONTEX Agency, NATO structures, the European Union Mission in Ukraine. Antti Hartikainen, head of the EU advisory mission to Ukraine, said that the implementation of the mechanism of integrated border management in Ukraine contributed to the development of not only national but also regional European security. He stressed that the State Border Guard Service of Ukraine and other subjects of integrated border management had formed a unique and effective system of interaction.

The conference also discussed the difficult situation provoked on the borders of Belarus with the EU countries. ICMPD Director Michael Spindelegger noted the need to learn valuable lessons from this crisis. He stressed that border security and interaction with neighboring countries should not be thought about only at conferences, but that contributions should be made all the time.

The conference continues. Among other things, promising projects of integrated border management entities designed to improve the comfort of travelers while enabling an effective response to smuggling, uncontrolled migration, and other challenges and threats that may arise at the border will be discussed at the event.
