The National Academy of the State Border Guard Service of Ukraine has recently hosted the III International Scientific and Practical Conference “Implementation of Gender Policy at the Present Stage of Development of the Security and Defense Sector of Ukraine: Status, Problems, Prospects”. The main purpose of the conference was to discuss current issues related to the implementation of UN Resolution №1325 “Women. Peace. Security”, in particular the implementation of gender policy in the educational process of higher military educational institutions in the security and defense sector. The event was organized and supported by the Government Commissioner for Gender Policy, the UN Women in Ukraine and financial support from Sweden.

In addition to the Head of the State Border Guard Service of Ukraine Serhii Deineko, the online conference was attended by the Government Commissioner for Gender Policy, Deputy Chairman of the Council of Europe Commission on Gender Equality Kateryna Levchenko, Deputy Minister of Internal Affairs of Ukraine, Chairman of the Ukrainian Association of Law Enforcement Representatives. Kateryna Pavlichenko, Deputy Head of the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration Dmytro Kaplun, UN Women's Program Coordinator Halyna Meshcheriakova, Gender Adviser of the European Union Advisory Mission to Ukraine Agata Shymanska, Rector of Bohdan Khmelnytskyi National Academy of the State Border Guard Service of Ukraine Oleksandr Lutskyi, and Gender Assistant to the Head of the State Border Guard Service of Ukraine Olesia Klymenko.

Representatives of international (USA, Great Britain, Sweden, Austria, Switzerland) and all-Ukrainian, governmental and public organizations - UN Women, Organization for Security and Cooperation in Europe, Geneva Center for Governance in security sector, the European Union Advisory Mission to Ukraine, the International Association of Women Police Officers, Promundo, the Ukrainian Association of Law Enforcement Representatives, the Women's Information Advisory Center, the All-Ukrainian Organization of veterans-border guards, the Ministry of Education and Science of Ukraine, the Office of Deputy Prime Minister for European and Euro-Atlantic integration, scientists from the Jagiellonian University (Krakow, Republic of Poland), as well as representatives of higher education institutions of Ukraine.

Substantial reports based on the professional experience of foreign participants allowed us to consider the implementation of gender policy in different projections. In particular, the report of the expert on border security and border management of the OSCE Secretariat Inessa Nicolaescu acquainted the participants with effective tools for implementing gender policy in border security and governance in the OSCE. Executive Director of the International Association of Women Police Officers Jane Townsley spoke about women in law enforcement in a democratic society. The report of the Promundo expert on the results of the study of the culture of masculinity in the security sector of Ukraine also aroused interest.

The participants also discussed the integration of gender approaches into the system of training specialists for the security and defense sector of Ukraine based on the experience of domestic scientists and representatives of local governments and public organizations. The speech of the First Deputy Chairman of the Committee of the All-Ukrainian Organization of veterans-borderguards Serhii Treus on the topic – “Ukrainian women in the Ukrainian national military formations of the first half of the twentieth century” became informative and historically substantiated.

Based on the discussion of the issue, a draft resolution of the conference was prepared, which contains specific opinions and proposals of the participants of the III International Scientific and Practical Conference. Following the conference, an electronic version of the collection of abstracts will be prepared, which will be available on the official website of the National Academy, in the section “Science”.
