A year ago the State Border Guard Service was tasked to control the vehicle owner's availability of a Green Card insurance certificate while leaving Ukraine.

Besides, in the context of this, border guards are obliged to monitor the existence of a compulsory civil liability insurance contract while entering Ukraine and to identify insurance certificates with counterfeit signs and to transmit them to the MIA territorial bodies for action under the legislation.

The legislation also stipulates that the vehicle registered in Ukraine is forbidden to move from Ukraine to the countries - members of the international Green Card auto insurance system, if there is absence of an international insurance contract concluded with the insurer - a full member of MTIBU and certified by the corresponding unified Green Insurance Certificate.

Therefore, following the results of the "green year", border guards recorded a considerable number of drivers’ attempts to use forged certificates. Moreover, this even though the forgery or use of such documents, under Art. 358 of the Criminal Code, is punishable by a fine or arrest for up to six months, or restraint of liberty for up to two years.

Thus, since February 11, 2019 the officers of the State Border Guard Service at the highway border crossing points and entry-exit control points have found more than 100 falsified insurance certificates and almost 80 invalid insurance certificates. Besides, 13,2 thousand vehicles were denied to cross the border due to a lack of certificates.

We would like to remind you that the verification of the Green Card certificates in the automatic mode at the state border has been introduced permanently. In particular, there is an interchange of data between the MTIBU databases and the Information and Telecommunication System of the Border Control of the State Border Service. Therefore, border guards check the validity of the insurance policies at the place of registration of citizens crossing the state border of Ukraine by cars of Ukrainian registration. If border guards find no information on the conclusion of the relevant contract in the database of the insurance bureau, the vehicle is not allowed to cross the border.
