The Government amended the CMU Order of August 8, 2020 № 979-r, which aims to prevent the spread of COVID-19 and determines the admission rules for persons to the temporarily occupied territory of the Autonomous Republic of Crimea and departure from it.

The Government amended the CMU Order of August 8, 2020 № 979-r, which aims to prevent the spread of COVID-19 and determines the admission rules for persons to the temporarily occupied territory of the Autonomous Republic of Crimea and departure from it.

In particular, the amendments, in accordance with the government decree of 12.08.2020 № 985-r, stipulate that the obligation to self-isolate is terminated, except automatically after the expiration of self-isolation, in case of a negative result of testing for acute respiratory disease COVID-19 caused by coronavirus SARS -CoV-2 by polymerase chain reaction, which was carried out after leaving the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol.

In addition, the order is supplemented by separate paragraphs.

They determine additional categories of persons whose place of residence is duly registered in the Autonomous Republic of Crimea or the city of Sevastopol and who are allowed to enter and leave the temporarily occupied territory. These categories include persons who intend to enter educational institutions located in the territory where public authorities exercise their powers in full, persons who are enrolled in educational institutions and students as well.

At the same time, these categories of persons may enter and leave the temporarily occupied territory of Crimea on their own or accompanied by one of the parents (adoptive parents), guardians, trustees or other legal representatives without the obligation of self-isolation.

It should be recalled that in accordance with the Decree of the Cabinet of Ministers of Ukraine №79 979-r, from August 9 to 08.00 on August 30, 2020, the entry-exit checkpoints at the administrative border with the TOT Crimea were temporarily suspended except for certain categories of persons.

Thus, entrance operations in the direction of the occupied territory are carried out concerning the citizens of Ukraine and members of their families whose place of residence is duly registered in the Autonomous Republic of Crimea or the city of Sevastopol. Those whose place of residence is duly registered outside the Autonomous Republic of Crimea or the city of Sevastopol may leave the occupied territory, but citizens must consent to self-isolation using the electronic service application "Act at Home". To ensure the protection of national interests, persons acting according to international obligations, representatives of diplomatic missions and humanitarian missions leaving the temporarily occupied territory of the Autonomous Republic of Crimea are also allowed to enter Ukraine.

Departure from the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol of other categories of foreigners and stateless persons is carried out in coordination with the Ministry of Reintegration of the temporarily occupied territories.

Entry to and departure from the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol for Ukrainian citizens on humanitarian grounds are carried out by the decision of the Head of the State Border Guard Service in coordination with the Ministry of Reintegration of the Temporarily Occupied Territories.
