Creating a system of preliminary information about passengers in Ukraine

On December 21, the OSCE-assisted International Border Service Administration hosted an international online meeting to present international experience and best practices in the field of prior passenger information and registration records.

In addition, the participants discussed the Roadmap Concept for the creation of an API / PNR system in Ukraine.

Representatives of the SBGS, the Secretariat of the Cabinet of Ministers, the Ministry of Foreign Affairs, the Customs and Migration Services, the Security Service of Ukraine, the National Security Service, the Ministry of Internal Affairs, NABU, the OSCE, IOM, EUAM and others took part in the discussion.

It should be noted that the task on creation of system of processing of the preliminary information on passengers is defined by Strategy of integrated border management for the period till 2025. It is entrusted to the State Border Guard Service by the relevant order of the Government.

Deputy Head of the State Border Guard Service Vadym Chenchyk thanked international partners for their help and support and noted that the creation of such a system will significantly increase the fight against cross-border crime and terrorism.

It should be pointed out, that the task on creation of system of processing of the preliminary information on passengers is defined by Strategy of integrated management of borders for the period till 2025. It is entrusted to the State Border Guard Service by the relevant order of the Government.

Deputy Head of the Border Guard Service Vadym Chenchyk thanked international partners for their help and support and noted that the creation of such a system will significantly increase the fight against cross-border crime and terrorism.

In addition, it was noted that in 2020, in cooperation with the International Organization for Migration, the SBGS created software that allows you to process API data automatically.

During the meeting the current state and prospects of development in this direction were considered. Particularly, international experts from Great Britain and Canada, who have many years of practical experience in creating information exchange systems, shared their experience. They proved the main requirements and recommendations contained in international law on prior information about passengers and passenger registration records with examples of their implementation in the national legislation of Great Britain, Hungary, Canada, the Netherlands, and France.

At the same time, the British expert on API / PNR Andrew Priestley noted that Ukraine has made great progress in this direction in recent years.

It should be noted that the representatives of the State Border Guard Service of Ukraine with the assistance of the US Embassy and the OSCE began to learn from the experience of implementing such systems in the world a few years ago. To do this, study visits were made to the United States, Germany, France, Bulgaria, Lithuania, and other countries.

It will be recalled that in August this year, with the support of the US Embassy in Washington, the Head of the State Border Guard Service of Ukraine Serhiy Deyneko and Acting Assistant Commissioner Francis J. Rousseau, US Customs and Border Protection (CBP) and the Field Operations Office between the Government of Ukraine and the Government of the United States on cooperation in the use of information about travelers. According to Serhiy Deyneko, this is an outstanding step of the strategic partnership, and in addition, Ukraine has laid the foundation for creating a national system of detecting terrorist threats and combating cross-border crime in the best world practice.
