At the end of last year, law enforcement agencies of Ukraine, together with European colleagues, launched measures to reveal a group of persons involved in recruiting and transferring to the French Republic of Ukrainian citizens in order to carry out an illegal activity related to trafficking in human beings and seize money fraudulently.

Within the framework of the criminal proceedings, law enforcement officers conducted authorized searches at the places of residence of all participants both in Ukraine and in France. A number of passport documents, seven cards of various operators, bank cards, weapons and narcotic substances have been found in the houses of criminals.

In general, almost 50 searches were conducted and 8 criminals were detained. Law enforcers managed to reveal the entire scheme of illegal activity, the role and place of each of the involved persons in the scheme and simultaneously detain criminals in different cities and countries.

During the conduct of operational events, the security forces found out that a group of persons selected and recruited people in Ukraine with a low social level of life, mostly Roma.

The criminals offered the victims the so-called “European tour”, for which the latters had yet to receive 200-300 euros. Usually the conditions and final result of such a tour were not discussed.

Upon the arrival to the country of destination and it was a Republic of France, the traveler documents were taken from victims by criminals, and victims were threatened to have “problems” with local law enforcement agencies. The only way for  “hostages” to return home was getting the status of “refugee” on the territory of France. After such actions, individuals recieved social compensation in the amount of 300 euros per month, within nine months. Using the situation of victims, the criminals received bank cards and money that came to the accounts, after which, victims were returned to Ukraine.

The revealing of the group of criminals took place as a result of a set of measures carried out by the State Border Guard Service in cooperation with the representatives of the Migration Police, Ukr, Investigation Department of the National Police Headquarters in the Odesa region and the support of the special unit “DOZOR” under the supervision of the Odessa Regional Prosecutor's Office.

Subsequent investigative actions are currently condected. It is previously known that more than 100 people have become the victims of the criminals.
