The Cabinet of Ministers of Ukraine has introduced a list of amendments to Resolution № 641 of July 22, 2020, which establishes quarantine rules for the period from 1 to 31 August 2020.

According to the Government’s resolution, the category of persons crossing the state border and arriving from or being citizens (nationals) of the states with a significant spread of COVID-19, who do not require self-isolation, has been expanded.

In particular, the list includes persons who have a negative result for testing for COVID-19 by polymerase chain reaction, which was carried out not more than 48 hours before crossing the border, and persons who carry hematopoietic stem cells for transplantation.

Besides, it should be recalled that the exception to self-isolation when crossing the border are:

persons under 12 years old;

persons who are citizens (nationals) of states with a significant spread of COVID-19, but they have not been in the territory of such states during the last 14 days or are in transit through the territory of Ukraine and have documents confirming departure abroad within two days;

officials of diplomatic missions and consular establishments of foreign states, representatives of official international missions, organizations accredited in Ukraine, and members of their families;

drivers and crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft and ships, river vessels, members of train and locomotive brigades;

instructors of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who participate in the training activities of the Armed Forces units;

people of art with the invitation of a cultural institution together with one person accompanying each of them.

The list of countries with a high prevalence of COVID-19 is compiled by the Ministry of Health and reviewed every seven days.

A person who is subjected to self-isolation due to the crossing of the state border is obliged to install and activate the mobile application "Act at home". If it is impossible to install such a mobile application, the person is subjected to observation.

Self-isolation, observation of a person due to crossing the state border (who arrives from or is a citizen (national) of the state with a significant spread of COVID-19) is terminated in case of a negative COVID-19 test by polymerase chain reaction, which is carried out after crossing the state border.

In addition, the current rules stipulate that authorized officials of the State Border Guard Service of Ukraine refuse to allow foreigners and stateless persons to enter Ukraine without an existing insurance policy covering the costs of COVID-19 treatment. This requirement does not apply to certain categories of foreigners, which are clearly defined by the Resolution.
