The State Border Guard Service of Ukraine conducts a systematic set of measures aimed at combating corruption in the ranks of the agency and bribery among the personnel. The development of the integrated system of corruption prevention is being completed in this sphere nowadays. In addition, the State Border Guard Service of Ukraine actively involves international institutions and organizations to this work.

In the framework of the project implementation by the International Organization for Migration in Ukraine with the assistance of the US Embassy the representatives of the Polish Border Guard were invited to the National Academy (Khmelnytskyi) and Training Centre (Orshanets) in late January. They conducted a voluntary anonymous survey of the students and cadets in order to find out their opinion on the state of corruption in the country and the agency and the ways to counteract this negative phenomenon.

According to preliminary results of the survey conducted at the Training Centre, 94% of the pollees responded that it is possible to join the State Border Service without bribes. Let us mention that 234 cadets from 10 training groups were involved in that survey. In addition, answering the questions the majority of the cadets responded that higher wages would reduce the level of corruption and 50% of the pollees did not know the procedure in case of receiving information on corruption.

Summing up the experts noted the cadets’ openness in their answers.

Almost 320 servicemen from 12 groups including the students of the Faculty of Executive Staff Training of the National Academy of the State Border Guard Service of Ukraine took part in the survey. After a preliminary check the foreign experts stated that 95% of the pollеes indicate the presence of corruption in Ukraine as a whole, but most of them wanted positive changes. Fewer than all are aware how to act in case of receiving proposals of improper advantage, this number also equals to approximately 50%.

The most explicit answers on the survey were provided by the students of the 1st year of education and the students taking executive staff training.

The detailed examination of the survey results will be conducted by the experts during several weeks. After this the analysis and proposals will be officially handed over to the State Border Guard Service of Ukraine to be taken into account for further systematic work on combating corruption and bribery.
