On October 23rd the Administration of the State Border Guard Service of Ukraine hosted a regular meeting of the Virtual Contact Analytical Centre which was attended by the European experts of the Twinning project, the representatives of EUAM and EUBAM, and IBM subjects (Ministry of Interior, Ministry of Foreign Affairs, Ministry of Infrastructure, National Guard of Ukraine, State Security Service, National Police of Ukraine and State Fiscal Service). In addition, the representatives of the Ministry of Justice of Ukraine and the Embassy of Germany in Ukraine took part in the meeting.

During the meeting the European experts presented a point on establishment of Interagency Working Group on the coordination of Integrated Border Management issues, which at the same time was discussed between the representatives of the central bodies of the executive authority. A noteworthy detail is that such practice of IBM implementation concept has been used in the EU countries since 2016 in accordance with the EU Guidelines and Council of Europe on European Border and Coast Guard. In this context, the general approaches of activities’ monitoring and evaluation in that sphere were also introduced.

Beyond that, the representatives of the State Border Guard Service, State Fiscal Service, State Migration Service and National Police have supported at the central level the initiative of EUBAM to create regional interagency analytical groups on the basis of the national border control authorities of the South Regional Directorate of SBGSU.

It’s worth mentioning that the creation of the Virtual Contact Analytical Center was approved by the Order of the Ministry of Internal Affairs, the Ministry of Infrastructure, the Ministry of Finance, the State Security Service from 1st of September 2015  № 1050/254/341/749/562 “On approval of the exchange order of the information and analytical materials between the IBM subjects” (registered in the Ministry of Justice of Ukraine from 10th of September 2015 № 1094/27539) within the framework of the IBM Concept implementation (approved by the Cabinet of Ministers of Ukraine from 28th of October 2015 № 1149-р) and for the nth time it proved to be effective in its scope of activities.
