Building of new facilities was initiated within a framework of international construction project for maritime border security.

The aim of the project is to support the development of infrastructure and capacity of the State Border Guard Service Marine Guard by the US Government through the Export Control and Border Security Program (EXBS), the US Department of State's Office of International Security and Non-Proliferation, US Department of State.

According to NATO standards, the practical implementation of the project provides the building and arrangement of location places and line of duty for the Marine Guard units - special operations divisions in Berdyansk and Mariupol.

“After the withdrawal of the ships and motor boats from the Crimea, we needed to develop and sometimes re-create the new system of Marine Guard unit deployment, in addition to the development of surface lighting and surveillance, staffing and development of special mobile units. Such a project is one of the best examples of our international cooperation, mutual understanding, assistance of our American colleagues and partners, a worthy example of effective, practical contribution to the protection of the interests of our state, to the future of our independent country!”, Rear Admiral Oleg KOSTUR, Head of the Regional Directorate of the Marine Guard, emphasized.

Today, the Marine Guard units control the water surface situation, patrol and ensure the border regime in the Ukrainian part of Azov, control the shipping regime in accordance with international maritime law and international safety standards for shipping and fisheries, and focus on increased levels of shipping safety and port waters in accordance with international security standards.

The ships and boats of the Russian Federation regularly carries out openly provocative actions both against civilian vessels (stops and delayed inspection, artificial obstacles in the passage of the Kerch Strait, etc.) and against the ships and boats of the Marine Guard and the Navy (dangerous manoeuvring, creating navigable dangers, obstruction of movement by the recommended ways, direction of beams of indefinite type towards the ships which are on service in the sea, etc.).

Given this situation, there is an urgent need to have a well-prepared, equipped and able to respond quickly unit that can, if necessary, to join a situation at sea.

 

“Russian aggression, especially at sea, poses a serious threat to Ukraine both militarily and economically. Therefore, the Maritime Guard of the State Border Guard Service is extremely important. And its supply, provision of appropriate logistical and training capabilities, which provides for our project of units arrangement and training, will allow Ukraine to ensure compliance with international maritime law in its territory and, accordingly, to ensure the activities of the maritime sector of the economy. After all, Ukraine’s maritime security is an integral part of the world’s maritime security,” Kevin Keller, Counselor at the US Embassy said.

That is why the new military camps are arranged according to modern NATO standards. In addition to the modular container-type camps, the scope of the announced works also includes overhaul of hydraulic structures and dredging works. This will ensure a compact and convenient location of the unit and a comfortable deployment for the ships and boats, which will make it possible to quickly exit of operational unit to sea to perform service duties.

The intellectual component of the project also includes law enforcement training for personnel at sea.

The total estimated cost of the project is 4 million US dollars. The final date of implementation is June 2021.

This project will allow the State Border Guard Service to increase the ability to respond to changes in the sea, to start modernizing the technical support system of the Maritime Guard, as well as to strengthen Ukraine's capacity to protect the state border at sea and Ukraine's sovereign rights in its exclusive (maritime) economic zone.
