Frontex promotes, coordinates and develops European border management in line with the EU fundamental rights charter applying the concept of Integrated Border Management.

The agency was set up in 2004 to reinforce and streamline cooperation between national border authorities.

Headquarters - Warsaw (Poland).

 

The main tasks:

Joint Operations — at the external borders (sea, land and air).

Training — personnel training for border guards, developing common training.

Risk Analysis — collate and analysis intelligence on the ongoing situation at the external borders.

Research — serves as a platform to bring together Europe’s border-control personnel and technological advancement of border control.

Providing a rapid response capability — creation of European Border Guard Teams and an extensive database of available equipment.

Assisting Member States in joint return operations.

Information systems and information sharing environment.

 

FRONTEX activity is financed by the EU budget and contributions from Member States.

 

 

Cooperation between the State Border Guard Service of Ukraine and Frontex

 

Frameworks: Working arrangement for the establishment of operational cooperation (2007) and the Cooperation Plans for 2010-2012 and 2013-2015.

 

Development and intensification of cooperation between State Border Guard Service of Ukraine and Frontex are defined by:

Concept of the Integrated Border Management approved by the Cabinet of Ministers of Ukraine as of 27.10.2010 № 2031; documents in the field of European integration of Ukraine.

 

Main areas of cooperation: exchange of information; risk analysis; participating in joint operations; personnel training.

In the frameworks of the Cooperation Plan the State Border Guard Service of Ukraine:

is involved into joint activities: on land, sea and air borders

 

participates in training projects:

detection of stolen vehicles; falsified documents; dog handlers training;

implements Common Core Curriculum for border guards;

uses common web platform for border guards training.

 

exchanges information and conduct common risk analysis:

established information exchange mechanism to share situational products and alerts;

takes part in the risk analysis network "Eastern borders" with border guard services of Ukraine, Russia, Belarus and Moldova.
